'Tackling the Implementation Crisis in Europe: the role of civil society'.

Judgments from the European Court of Human Rights (ECtHR) have great potential of leading to tangible human rights improvements on the ground, but unless they are properly implemented, judgments will not lead to justice. Indeed, Europe is facing an ‘implementation crisis’: 45 percent of the leading cases handed down by the ECtHR in the past ten years have not been fully implemented. Civil society actors can play a crucial role in addressing this situation, using the rulings from the ECtHR to advocate for urgently needed reforms. Yet, available advocacy tools remain largely underutilised. Drawing from academic research and practical experience, Anne-Katrin Speck will explore the reasons for the low levels of civilsociety involvement in implementation, and propose ways to overcome obstacles to such engagement.


Anne-Katrin Speck, Co-Director of the European Implementation Network (EIN) Anne-Katrin Speck is a Co-Director of the European Implementation Network (EIN), an NGO based in Strasbourg (France) which works with civil society actors from across the Council of Europe region to promote the full and timely implementation of judgments of the European Court of Human Rights. Anne previously worked as a Research Associate on the Human Rights Law Implementation Project (HRLIP) at Middlesex University London, and within the Secretariat of the Parliamentary Assembly of the Council of Europe (PACE). She holds an LL.M. in International Human Rights Law from the University of Essex and is currently an MPhil/PhD candidate at Middlesex University, where she researches the implementation of the Council of Europe Convention on preventing and combating violence against women and domestic violence.
